Students who do not achieve satisfactory learning outcomes through regular schooling may receive individually adapted education.
Description
Students who are unable to reach the learning objectives through standard instruction may have the right to individually adapted education (previously known as special education). The specific design of adapted education depends on the expert assessment conducted by the Pedagogical-Psychological Service (PPT) and the preferences of both the student and their parents. Adapted education can be provided for a short or long period and may apply to one or more subjects. Before a decision is made, the school will conduct an academic and pedagogical assessment of the student. Additionally, the PPT will carry out an expert evaluation.

Guidance - how to obtain or receive the service
Individually adapted education is not something you apply for. In most cases, the school itself will initiate an expert assessment and contact the parents in advance. However, parents can also request that the school formally determine, through an administrative decision, whether the student has the right to individualized adaptation. The expert assessment conducted by the PPT will evaluate:
- the student’s learning outcomes
- why the student does not achieve satisfactory results through standard education
- realistic learning objectives
- which measures will provide satisfactory learning outcomes
- the required competence of those delivering the instruction
Case Processing
Before the school makes a decision, you will be notified that the case is being processed, and you will have the opportunity to provide input. The school must gather all necessary information to make a decision, and you have the right to access the case documents. The decision will include the school’s reasoning, how the conclusion was reached, and who was involved in the process. You will receive the decision in writing.
Processing Time
The school must process the case as soon as possible. If a decision cannot be made within one month, you will receive written notification explaining the delay and an estimated timeframe for when the decision will be made.
Right to Appeal
If you are dissatisfied with the decision, you can appeal within three weeks of receiving it. Explain what you disagree with and why you believe the decision should be changed. If you need guidance, you can contact the municipality. If the municipality upholds its decision, the case will be forwarded to the County Governor, who will determine whether the appeal should be upheld.
