Financial Social Assistance

You may receive financial assistance from the municipality if you are unable to support yourself.
Description
Financial social assistance is intended to ensure that you have sufficient means for a decent standard of living if you are unable to provide for yourself through work or other sources of income. A basic standard of living includes essential necessities such as food, rent, electricity, and necessary clothing. This form of assistance is the most common. However, you may also receive assistance in the form of a loan or a loan guarantee. This is primarily an option if it is deemed that you will be able to repay the loan.
Criteria
A specific assessment will be made based on your actual needs. Financial social assistance is generally granted as a right without conditions. However, all applicants under the age of 30 must complete certain activities agreed upon with the municipality in order to receive assistance. You may also be asked to provide documentation of other options you have explored, such as:
- Whether you have applied for housing benefits
- Whether you have utilized your rights to any applicable social security benefits
- Whether you are in contact with NAV and are accepting offers of work or training

Financial assistance is usually paid as a cash benefit, and you are generally responsible for managing the funds yourself.
Case Processing
You will be informed when the NAV office is processing your case and will have the opportunity to provide input. NAV will collect all necessary information to assess your case, and you have the right to review the documents in your case. The decision letter will include NAV’s reasoning, how the decision was reached, and who was involved in the process. The decision will be sent to you in writing.
Processing Time
Applications are processed as quickly as possible. However, delays may occur if you are unable to provide documentation supporting your application. In such cases, a caseworker may need to contact you for additional information.
Right to Appeal
If you disagree with the decision, you may appeal to NAV within three weeks of receiving it. Explain what you are dissatisfied with and why you believe the decision should be changed. If you need guidance, you can contact NAV. If NAV upholds its decision, the case will be forwarded to the County Governor, who will determine whether the appeal should be upheld.
